At the moment, it looks like US Airways flights from Ottawa to Dublin, Ireland are a good 30% cheaper than any other airline.
There seems to be a lot of dates with flights for $700 roundtrip after tax, or even slightly less.
Try March 16 to 22 for example, on http://www.USAirways.com

Syracuse often has cheap flights to Ireland, but this is getting ridiculous.

Syracuse to Shannon, Ireland - $484 roundtrip after tax. The cheapest from Ottawa are around $927 by comparison.
