Air Canada and the Star Alliance have dropped the price of their their off-season flights from Ottawa to various cities in France down to between $345 and $396 CAD roundtrip including taxes !
You can also find flights to Amsterdam for a similar price.
You could also purchase an additional roundtrip flight from a major hub city like Paris or Amsterdam and fly to somewhere warmer and still keep the price for both flights under $600 CAD roundtrip.
There are plenty of flights from Paris or Amsterdam to warmer places in the Mediterranean and elsewhere for under $~150 CAD roundtrip (see below).
